Suspect in teenager's 2020 killing arrested at South Carolina bowling alley

RICHMOND, Ind. — Richmond Police Department has made a second arrest in the May 2020 killing of a 17-year-old.

Charles C. Boyce Jr., 21, was arrested on a sealed warrant Thursday in Myrtle Beach, South Carolina. Boyce is charged with murder, according to Chief Mike Britt in a news release. Boyce remained jailed in South Carolina on Friday, awaiting extradition to Wayne County.

That arrest follows the Wednesday morning arrest of Lataj Markel Brewer, 20, at a South Fourth Street residence. The warrants are part of a multi-department sweep of young Richmond men allegedly involved in recent city violence attributed to a self-proclaimed gang.

Brewer is charged with murder, two counts of Level 1 felony attempted murder and four counts of Level 5 felony criminal organization activity. He is in the Wayne County Jail without bond.

State statute sets the standard sentence for a murder conviction at 55 years with a sentencing range of 45 to 65 years. The standard sentence for a Level 1 felony is 30 years with a range of 20 to 40 years as established by the Indiana legislature.

Two RPD investigators and officers from the South Carolina State Law Enforcement Division and the Myrtle Beach Police Department arrested Boyce about 7 p.m. Thursday at a bowling alley, the release said. Investigators followed Boyce's trail from Richmond to Atlanta, Georgia, then to Myrtle Beach.

"Again, I would like to thank the assisting law enforcement agencies, our enforcement partners at the many local officers for their dedication and perseverance in seeing this case, as well as several other cases, through to logical conclusion," Britt said. "The investigation into the local incidents is multi-faceted, and more arrests are likely."

Boyce and Brewer are charged in the May 10, 2020, shootings of 17-year-old Jakob Wade Snider and a 17-year-old girl in the 300 block of Lincoln Street. Snider later died at Reid Health, where the girl was treated and released.

Boyce's and Brewer's cases at this time remain sealed, so charging documents are not available.

Snider is the victim in one of five Richmond homicides during 2020 and 2021.

An arrest warrant has been issued for Tayshawn Newman, 19, in the April 17 shooting death of Chad Gerard Mullins, 26, in the 200 block of North 13th Street.

Newman is accused of shooting Mullins after seeking a refund for $1,100 worth of marijuana he purchased and thought was not of the proper quality for the amount paid, according to an affidavit of probable cause. 

Investigators think Newman has left town, the affidavit said.

There has been no arrest in the Dec. 22 killing of Carlotta Wilkerson and wounding of another woman in the 100 block of Kinsey Street. Responding officers found Wilkerson dead inside a residence.

Arrests have been made in two other killings.

Josephine Ella Faith Scott, 51, is charged with murder in the Dec. 14 shooting death of her boyfriend, Roy Redford, 58. He was shot while he slept in a room at the Cozy Garden Inn, according to an affidavit of probable cause.

Scott was arrested in Belmont, N.Y., four days after Redford was found dead.

Elick Tywayne Allen, 41, is charged with murder and Level 1 felony attempted murder in the May 13 shootings of two people in the 1400 block of New Paris Pike. John Day, 46, died at the scene from his wounds.

Allen also has been charged with Level 5 felony dealing marijuana that resulted from execution of a search warrant at his residence during the investigation into the shootings.
